Can a dark reaper exarch with fast shot fire an icarus lascannon twice? Codex says he gets an extra shot with his weapon; is this literally only his wargear or can "his weapon" be the gun he's shooting?

When firing those weapons the model uses all relevant special rules. So yes.. two shots.

Isn't there already a massive thread/discussion/argument on this very topic? I believe the issue was the definition of the words "his weapon", and whether, in this instance, the Icarus would actually be "his weapon".

I started the other thread.
It boils down to the word "his" and whether it means possession(ownership) or association(use). If association, yes, if ownership, maybe. Those that believe it does not work are using a very narrow definition of "his". Fastshot's wording is slightly ambiguous in that it does not give a clear context as to ownership or use. As written the definition of "his" can mean either. As he is using and shooting the Icarus Lascannon it is "his weapon" in regards to that shooting phase and Fast Shot is applicable.
If he is using it, it is his weapon in regards to that shooting. Yes, Fast Shot works unless FAQed otherwise.
There is also a strong RAI argument for it working as pg 96 allows special rules to be used with emplaced weapons as well as precision shots working as well.
