Alright I'm planning on making a 40k campaign with some friends and I've come up with some rules. These will all be talked about beforehand between us and modified but I figured I'd bring it here first to see if anyone has any other ideas.

Spoiler:
Each player controls 2 planets and 1 home world

Each planet is worth 200 resource points except for Home planet which is 500

Resources are given per round (not first round)

Every player starts with 3000 pts to split between all planets

Resources are used to buy units

To take over a planet; 2 out of 3 battles must be won

Defending player gets to choose the army size(remaining points after first battle are used for 2nd battle and same for 3rd. Keep track of loses in unit)

Attacking player may attempt to use more pts, roll a 2d6 on a 9+ may use 10% more points on a 8 or less have to use 10% less. (Fickleness of the warp)

Defending player gets to choose first mission type where attacking player chooses board type.

Attacking player chooses 2nd mission and defending chooses board type

3rd battle is always purge the alien.

Attacking player may not set up with Fortifications on the board; must wait until terrain is setup to deploy fortifications. (Do not count towards Terrain density)

Use alternating terrain rules unless decided beforehand.

Any unique characters may only be used in 1 army (No Abbadon in every skirmish)

After choosing your units they cannot be changed. Essentially the army you use to take over a planet is what you will use to defend it. Resources can be spent to replace units, or but new ones but all living units stay there. They may transfer between planets.

May only attack once per round, if all attacks are skipped then 1 planet gets 50 pts towards a fortification not included in pt cost.
May ignore force organization chart, only need HQ for each.

Please let me know any ideas you might have to make this more interesting.

A campaign is above all else a way to get in enjoyable battles. This system would reward players who are able to game the system and fight against an opponent using more points than them. It also rewards players who don't fight during any given round and allow their opponents to exhaust themselves - leading to everybody just sitting back and letting the points pile up

What that will inevitably detract from the actual 40k games won't be made up for from the 'fun' of shuffling points from planet to planet and skipping turns. Trust me on that one.

Campaigns are more fun if you try and run them like a tabletop RPG; set up some narrative and let it flow.

Balanced Game: Noun. A game in which all options and choices are worth using.
