IA: Aeronautica. It's an update to 6th edition; make sure you read the fluff as well. The only thing you have right is that they are
FA, and I don't see much of a problem with this (but then again, I don't use Heldrakes). They are flyers with the Hover rule (after landing once), because they lift off the ground again to redeploy troops elsewhere. In other words, they don't walk, they fly. This is the only difference needed, you can redploy troops in a way no other space marine army can.
... Just checked in Horus Heresy Betrayal, they cost 20 points more than normal, but can be taken as dedicated transport for certain elite squads and Dreadnoughts. The only problem is that units can't assault the turn they arrive.
