In a Salamander Army, would it be better to run a 3-landspeeder squadron with 3 HF/MM, or 2 HF/MM and 1 HF/ML?

In general, if you have the spare slots, don't squadron. While not as bad as previous editions, flying solo gives you a lot more options. I think 3 speeders in one squad is going to be a little overkill, You are much better with the 2/1 split.

And I know you like to burn things, but stick with a HB on the ML speeder. He wants to hang back and shoot, not get mixed in close.

Since I'm keeping 90 points of psuedo-artillary hanging back, would it be better to get rid of the TL speeder, find another 10 points, and add a TF cannon?

You could give them all just 2 HF. You can burn up close all you like, and you save points.
