Ok, so after the Red Scorpions Commander gets abandoned in the thunder hawk and they leave due to a higher authority is in charge and the ship in orbit disobeys the inquisitors orders, lok makes accusations that he is betrayed and the higher inquisitor decided to let his warp messages go to voice mail.

Who is the higher authority lok was talking about, and why did he get stranded at the base or was he just grasping at straws? ... I skipped it in the series and just went back to it, still bugging me they left that part open ended (or did i accidentally skip something?)
