Well, all the primarchs could be argued for. I think the only ones I really didn't like was Mortarion, the Alphariuses and Lorgar.
If you pick Emperor's Children you may have a hard time incorporating Plague Marines and the like due to paint schemes. You'll want at least some MoN stuff I think.
Is paint important to you? Maybe not.
If you want to pick a non-cult legion, go for Word Bearers, Night Lords, Iron Warriors or Alpha Legion.
Word Bearers worship all the gods so it would be easy to take daemonic stuff plus all the cult troopers. They would just be squads that have given themselves over to that god. For inspiration, read 'the first heretic' from the Horus Heresy line. You. Want. Argel Tal. haha Also 'know no fear' if you're okay reading about them losing.
Night Lords are a really cool legion also. They have a series by Aron Dembski-Bowden which will just blow your mind. They also feature in some of the other books, notably "the first heretic..." see a trend here? They take part in the battle towards the end. Most of the book is about the Word Bearers.
Black Legion could work as they ally with all the other legions for the black crusades. You could also do the Red Corsairs as they are a force cobbled together from all of the Astartes Renegades that can make it to the Maelstrom.
Alpha Legion... they're like special forces. They use a lot of humans too as agents. I could never get behind the fluff. Supposedly they joined horus to infiltrate the rebellion... but they sure are in deep if they have daemon princes and stuff.
I'm reading Angel Exterminatus and the Iron Warriors are the primary actors. Perturabo is actually pretty good and I enjoy reading about him. Maybe you could go for that? They are siege specialists, the counter to Dorn's Imperial Fists. They have a lot of armor and a lot of hazard stripes, haha. You could incorporate each of the cult troops as specialized siege troops, whether they be ultra-tough plague marines or line breaking khorne berzerkers.
Hope that helps.

read first heretic
Argel Tal is a character who, out of love for his primarch, goes into the Eye of Terror with his company and is transformed into one of the first possessed marines.
He often remarks on how despite the fact he wishes the dark gods weren't real, how can he not recognize them as the supreme power in the universe now that he's seen them with his own eyes.
I don't blame you for going Emperor's Children. If you're into the debased, vulgar type you should read Angel Exterminatus. They are pretty twisted... lol. Spoiler Alert! Plus, it's pretty graphic especially in the story...
The other book you should look for is the First Heretic because it describes the Word Bearer's discovery and conversion to chaos. It's also pretty sick and twisted. Spoiler Alert for more graphic imagery!
Note, I pulled out probably the two most uncouth moments in 40k novels that I've read (I've read a lot) so I hope this doesn't scare you out of warhammer! Automatically Appended Next Post: If you like World Eaters, read Betrayer.
It describes another side of Angron as the noble liberator before the Emperor pulls him into the crusade. Kharn and Argel Tal fight side by side across Ultramar. Riveting stuff.

I play Word Bearers. I love the legion but dont like the primarch Lorgar. For a primarch to be so manipulated by his subordinates just shows weakness. Plus his in the last 10,000 years he has done nothing with his new found demon princehood. Tabletop wise, they allow alot of versitility while still being fluffy. Think of them as the Chaos equivelent of the ultra marines. You name it, they have it. Demon engines, tanks, assault troops, bikers, etc.

Stinking heretic scum! Why I should....oh...excuse me. (clears throat)
If you like Black Legion read the first three Horus Heresy novels starting with Horus Rising I believe. You'll get an in depth look into their history and why they are who they are.

This sounds like the question would be answered better if it were posted in the general discussion, rather than on the tactics board.
Tactically speaking, which army you should take will depend on how you want your army to play on the table, rather than the one you think looks or sounds cool.

Fallen Dark Angels. Thinking of how to work some of them for allies to my Traitor Guard. Both are played with the loyalist codex though.

Fallen for sure, but rumor has it they will recieve a supplement (for CSM dex or DA dex it's hard to tell).
Fallen gives a ton of opportunity for fluff considering they were all just cast throughout time and space.
