My thoughts:
1. You'll probably want to pare down/move 'jacks over from Caine's battlegroup to the ATGM officer's group: Caine is a really powerful on the offense with ROF infinity pistols, but as a consequence this means he's greedy with his focus and doesn't have a lot to hand out. I would probably move the Avenger over to The Dude since he gets the most mileage out of the rune bullets and you really only need to boost the attack roll to guarantee the knockdown on his gun.
1.a. Adding a Squire and Reinholdt would go a long way to upping his killing power for 3 points.
2. I can see what you're thinking with the Stormblades, but I would caution them against using them as a gunline even with the 'Gunners (the rest of the unit's range is much shorter, and automatically missing for being out of range trumps the autohit rule on the Stormgunners). They also have a relatively low RAT with no ways to boost it in this army sans aiming. That said, they ARE good as a melee threat when you're enemy gets tired of you shooting them and comes in, so I would keep at least one unit (maybe with the UA to do some work on the charge).
3. I'd drop the non-UA Gun Mages for a unit of Rangers: the non-UA Gun Mages aren't doing much more for you (between Caine and the other unit, you have plenty of ways to kill light infantry at range) and the +2 to ranged attacks is extremely useful.
How I'd shuffle things around:
Captain Allister Caine 5
-Hunter 6
Reinholdt 1
Squire 2
Black 13th Gun Mage Strike Team (3) 4
Arcane Tempest Gun Mages (6) 6
Arcane Tempest Gun Mage Officer 2
-Avenger 9
Rangers (6) 5
Stormblade Infantry (6) 5
Stormblade Infantry Officer and Standard 3
Stormblade Storm Gunner 1
Stormblade Storm Gunner 1
Stormblade Storm Gunner 1
Stormblade Infantry (6) 5
Stormblade Storm Gunner 1
Stormblade Storm Gunner 1
Stormblade Storm Gunner 1
Dropped a Hunter since with 2 full units of Stormblades you have the tools to crack open anything heavy that survives making it to melee, so doubling up on Hunters isn't exactly critical. One point to play with, so maybe dropping a Storm Gunner from one unit for a support solo (Gorman, probably Rhupert to keep your Stormblades alive) wouldn't be a bad idea.
