Hey everyone I need some serious help with my new eldar,
the problem being i do not want to use jet bikes at all and i don't want to spam vehicles... I want a successful foot list.
This is what I've been thinking.

HQ:
Farseer w/ Singing Spear =105pts
Spiritseer =70pts
x7 Warlocks (2 Spears and 5 Blades) =255pts

Elites:
x5 Fire Dragons, Exarch w/ Fire pike and Fast Shot = 145pts
x5 Fire Dragons, Exarch w/ Fire pike and Fast Shot = 145pts

Troops:
x10 Wraith Guard w/ Cannons =320pts
x15 Guardians w/ scatterlaser =155pts
x15 Guardians w/ scatterlaser =155pts
x10 Guardians w/ Brightlance =110tps

Heavy support:
x3 Support Batteries /w Shadow weavers =90pts
x3 Support Batteries /w Shadow weavers =90pts
x3 Warwalkers (x2 Scatterlasers each) =210pts

For a total of 1850.

So the Idea behind the list is to have the Wraith Guard push up the front line protection the Fire dragons, Guardians War walkers and Seer Council. The Council will do whatever they can to amp up and protect the Wraith Guard as the march up the front line. At the back of the base will sit the 2 support batteries protected by the group of 10 guardians.

The Twilight Zone

A footseer council is not what it used to be, and honestly not very effective. Ld8 means you will fail powers and 1 wound psykers will perils and die every now and again. You will lose a few of your psykers every game to this. I would hand out your locks to the guardians and possibly support batteries. Since your lock's will rarely be in range, drop the spears unless you just need to kill points.

A farseer is a great foot unit, as well as the spiritseer. Put em both in the wraithguard unit to bunker up and protect them.

I would drop your last guardian squad to make each 20 strong so you can get the second weapon, or drop 5 from each of the 15 man squads to get a 4th guardian squad. With this many guardians, it is tempting to grab the avatar for a fearless bubble.

Not sure the dragons are the best bet. You can use warp spiders instead to rush up on foot and take out most tanks, saving the bright lances for the heavy tanks.

Support batteries are pretty good for how criminally cheap they are, but consider an ADL for them to hide behind. Scatterwalkers are okay, but you might want lances depending on what kind of armor you see in your meta.

A foot list can certainly work, I have actually started running some foot elements in my army.

The most important rule of 40K-Page XVII of the 6th edition rulebook, the figure at the top right of the page. "Shake hands with your opponent and thank them for a good battle and fun experience." Then go out for a beer.

Well, if your goal is a footslogging list I would drop the Fire Dragons in favor of more Wraithguard. They are comparable AT, but the Wraithguard will be far more durable. Fire Dragons just aren't feasible without transport. Wraightguard or Wriaghblades will give you a much needed push towards enemy objectives.

Without jet bikes those Warlocks aren't the most effective unit.

Have you considered a Wriathknight?

So I agree with everything said above.
Especially...
Drop fire dragons. All they do is die when out of transports. I would drop scatter lasers on gaurdians for star cannons. Just in case you didn't know, scatter lasers don't twin link the whole squad.
