To be honest, orks are an aged codex, so they don't really work like the fluff describes them.
However, depending on which rumors you believe, orks get a new codex this fall or next spring, so if you can wait that long (or don't care about orks being below the curve right now), orks are an awesome and fun army. If you grab a couple of the old starter sets Assault on Black Reach, it's also really cheap to start them.
As for the chaos marine codex, it's a huge codex with lots of possible builds, so if you get bored with your current army, you can just get a couple more units to change it up. There is no need to fixate yourself on a single legion, if you think your Iron Warriors should totally be lead by daemon prince of Slanesh, nothing prevents you from doing so. You can also easily branch into Chaos Daemons by allying them.
In the end, just pick the army you like best. If you are having fun with the army you are going to do better with them than with a strong army you don't like.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe. |

If you want to chop things up - go orks
If you want to shoot and possess everything - go chaos
|
1. Go to FLGS on a 40K game night.
2. Announce to no one in particular "I have over 10,000 points of Space Marines".
3. Sit back and watch as some 30-ish Neckbeard who still lives with his parents not only disputes your claim, but goes on to describe his 30,000 points of Blood Angels and how he has been playing since Rogue Trader days... And yet you will have never seen him either play 40K or that army.
4. From here, you have several options. Continue the conversation, or just end it. Either way, I guarantee you will waste 1+ hour of your life talking to this guy. Have fun!

CSM are a lot like standard codec loyalist space marines, you don't have to choose a legion, because they all follow the same rules, do you are free to make up your own warband with its own colors and what not. Hell, you don't even have to paint the cult marines in their original colors. They are your models, so you can chop them in any way you like.

Well, there's a load of chaos warbands other then the original legions...
http://wh40k.lexicanum.com/wiki/Chaos_Space_Marine_Legions_and_Warbands_(List)#.Uf-CCpK1EmM
Maybe you'd prefer one of those?
The original legions aren't that complicated really, go to pages 12 and 13 to get an overview of each legion. You could find a copy in your FLGS (Friendly Local Gaming Store) and just glance over those pages.
Pages 15 and 16 also describe some warbands created after the Horus Heresy. If you're looking for something more unique, then you should check them out. Most Chaos players just pick a legion (Like myself), but picking a "renegade" warband would be pretty unique and cool.
If you just want to check out the renegade warbands online, then they are:
-The Scourged
-Flawless Host
-Blood Disciples
-Company of Misery
-Crimson Slaughter(The guys from the Dark Vengeance set)
-Red Corsairs(Actually quite well-known for a renegade warband, probably as popular as the Legions)
-The Cleaved
-The Purge

Both are great starter choices. I'd pick orks personnely even tho they have an old dex it's still good and they are reasonably easy to play and will be updated soon.
Both are great to start middling as a beginner, very forgiving as they have such broad astetics. Building your own ork vehicles is great fun but so is mutating your chaos troops! Both codex can run choppy or shooty builds so you'll be able to sculpt your army as your play style developed.

I was in the same position for picking Legions at the moment. My solution was to paint each new squad a different warband color until I found one paint job that looked very cool, and even just painted patterns I liked to see. You can always repaint them later. There are a few good tutorials on stripping the paint on the site if you search through the old threads.

why not both? they can ally
i've got orks and chaos, and the orks come out more often than the chaos, for sure. they may not be 'competitive', in that anyone who's brought an army dedicated solely to winning at all costs will destroy the orks, but i've played countless games with the orks, and the only time i've not enjoyed it was when i brought a mass of orks and grots to find i was up against pure nurgle forces. horay, i'm hardly wounding at all, and the wounds that do go through are saved with ease. what. a. fun. game.

I love my orks! They are great and are still really competitive despite the older codex.
I also looked at getting some chaos to supplement them because I was getting in to them a little bit. There are a lot of good units in the CSM that can help fill some gaps in the Ork codex. The thing that sucks is that if you ally a chaos psyker, his powers don't affect the orks.
But havocs help orks out a lot. Obiliterators for sure. Having a flying MC would definitely help since orks dont get one of those. And of course you have the helldrake.
With orks, you have the nob biker deathstar. One of the best squads in 40k imo.

Let's face it, whichever army you spend money on buying, spend the time on assembling, and on all the attention to detail and painting, you are going to love.
So, what kind of person do you want to be. Do you want to be the CSM guy or the Ork guy? Either route you take, you can end up getting both at some point?
I tried to decide for so long whether to go BT or Orks. 6 months after buying my first Ork battleforce I have 1500 points of BT. Not how i planned it! I thought i was just going to do the one army.

Well with orks you will have to paint ALOT of boys to get a good sized army. And it can get expensive because all of their models are so low in point value.
So on a $$ viewpoint and time-saving paint viewpoint. I'd go with CSM. Coupled with the fact that they have someone that resembles your character. I'd go that way. Your interest in the appearance of armies will change over time.
I say go CSM, get yourself a deal with the DV box set.

Outside of our elite and fast attack choices, which cost an arm and a leg for full units, most of the ork codex is pretty much as expensive as, comparable space marine units, if not cheaper.

I was a huge fan of transformers as a child too and Soundwave is among my most beloved characters. His demeanor is similar to my Legion's (alpha legion) so it ain't all bad ^^
But that's an idea too, base your CSM on Decepticons! There are plenty to choose from. Space Age Galvatron/Cyclonus/Scourge blue/purple with a dash of pink or similar schemes ^^
We have dinobotish fiends, but sadly they are no Grimlock :(

I could always revive my old codex decepticons thing (mix of live action and prime/WFc/ FoC influences) if you want to see it.
