Ok the last thread was locked without comment while everyone was getting along "okay" for the Proposed Rules section.
These are Thorian's they'll be black. I'm going to make two changes in red.
BTW Thorian, you were doing a pretty good job at keeping everyone happy. The only reason I didn't mention the C'tan was because I wasn't going to use him in Apoc, but a 4000 point game. There's a big difference with the S: D weapons flying around.
***The Emprah*** 800 points
WS 9 (not 10, he may be a great warrior but he is never quoted as THE be st)
BS 6 (whats the need for 8 when he is never shown using a gun...)
S 7 (again strong, but not able to arm wrestle a bio titan)
T 7 (again tough, but unarmoured a lascanon is still going to scratch him)
W 8 (bit afraid to go for a 9 or 10 wound model when he is still technically just a man)
I 6 (again, he is a man, not a quicksilver eldar
A 6 (didnt hear about him destroying whole squads of guys in a single swipe so this is stable)
LD 10 (he is the leader of the galaxy so should have highest it can get)
SV 2+/3++


Special Rules:
It Will Not Die, Fearless, Feel No Pain 4+, Adamantine Will, Eternal Warrior, Fleet, Terror, Very Bulky

Greatest psyker of Mankind:
The Emperor is described as the most powerful psyker of mankind. He has a psychic mastery level of 6 and can choose either one power from each discipline OR can learn every spell from 2 disciplines. This must be decided at the start of the game and cannot be changed for the duration of the game.

Tip of the claw:
The Emperor gains independent character special rule when taken with a bodyguard of custodial guard taken from the upcoming HH book.

I shall not fall:
The emperor uses raw psychic might to defend himself when his armour fails him. Against weapons that inflict remove from play, or a set amount of wounds (like on the D weapon chart) they instead automatically inflict d3 wounds only. The emperor also passes all It will not Die rolls on a 4+.

Ruler of Mankind:
The Emperor can never truly die on the battlefield, his fate is entwined with humanity. Whilst he is alive, any unit that can draw line of site to him is fearless. If the Emperor ever falls the best result the player can ever get is a draw. When he is defeated place a counter where he died. If a friendly model is not within 3" of the token at the end of the game he automatically loses.

God of mankind:
The emperor must choose one of the following stances at the beggining of each turn, the following bonuses apply until the start of the players next turn:
Combat Stance-The emperors gains +1 WS, S and A
Psychic Stance- The emperor gains psychic mastery level 10
Commander Stance- All friendly units with at least one model within 6" gain +1 attack

Psychic Lance:
This special psychic power can be used once per game. It replaces the emperors psychic powers phase and he cannot use deny the witch this turn. Remove one model in base contact with the emperor from play. Then The Emperors profile drops to 5 on all statistics apart from W and LD for one turn.


Wargear:
Armour of the Emperor:
2+ Armour save with a 3++ invun. Cannot be destroyed by special rules such as vindicares shield breaker.

Sword of the Emperor:
S-As user AP-2 Special rules: Decapitation (as per HH betrayal book)

Emperors Halo:
In nightfighting everyone can draw line of sight to him as he is lit up like a lantern. Foes can shoot him as normal and friends can see him to be fearless.

I think this is a balanced interpretation for the Emperor. Some fluffy rules, not too much OP and still able to take on any primarch and come out on top. Yes me may have to rely on psychic powers to do so but that is what is to be expected. Doing combinations of iron arm and others and such can empower the emperor to massive levels. This way he can be T 10 and such. Hope it is good?
BTW did I start a meme? Lot of Emprah rules floating around.

Nothing anyone says that isn't praise gets through to you. If it did, this wouldn't a re-hash of even more powerful proportions than the one before it.

I highly recommend you go back and seriously read through and absorb every comment from your last two Emperor threads before you continue down this path.

Because this is even more absurd than your last one.

If a mod keeps locking your threads, perhaps the best thing to do is PM one of them to discuss it. And keep it civil, they do this for free remember. They just choose to help dakka run smoothly for no personal gain. If that discussion doesn't help, perhaps taking a day or two to cool down before remaking the thread, rather than a few minutes?

He's been doing this for about a couple weeks now and I did make changes to fit feedback all the other threads.
I just ignored the ones I didnt agree with which happened to be exclusively his. I even gave Peregrine leeway.

I know he can't see this, but this is exactly why no one can take you seriously Primordial. Anyone who challenges your established viewpoint is ignored as not contributing, or being rude, or whatever you want to label them as.

You simply don't take feedback that isn't praise or makes your units worse in any way.

You and I have incredibly differing views on the world and subject of 40k. I have no personal vice against you but you and I will keep buting heads. Your problem is you make units too weak. Your Emprah was Horus with psychic mastey 5 at twice the cost. Maybe I make mine too strong. I've yet to get praise in any thread and I still keep trying to make a balanced rule set. I also eagerly agreed with Thorian's rules which were significantly weaker than mine. What does that imply?

Wherever they tell me

After this many closed threads one of three things needs to happen:
1. One of you needs to concede and make some changes. Either adjust the character or adjust expectations.
2. One or both of you need to ignore the other person and go on with the way you are thinking.
3. Move the bickering to a PM. Threads like these just detract from people who put a lot of work into new rules and watch as their thread gains no replies.

At this point you both just look childish. This isn't how adults talk to each other.

Except nothing you or Thorian have proposed are balanced! That's what everyone keeps saying. You continue to use points cost as a justification for everything, than point out something cheaper that can kill it like it should impress us. A full size squad of Fire Dragons can drop a titan, and they'd cost a fraction of the price. Doesn't mean the titan needs to be buffed.

Your rules weren't weak. They weren't balanced. They weren't creative or original. But you'd know this if you went back and read through every post I, or several others made, and thought about them. Instead, you respond a minute later with some knee-jerk reaction that holds very little water. There's a reason you haven't gotten much praise for almost anything you've created so far. You continue to ignore people who are writing long and detailed responses explaining why your logic is flawed. You continue to do so now, on your third iteration after two thread locks. Do you honestly not think the problem might be you?

Thorian's rules weren't weaker. Not by a long shot. I'm beyond positive you'll find more people who agree with my points and views on balance, than with yours. You can continue to ignore that, or you can sit back and read through past posts on this board and get a better understanding of balance in this game.

Well I'm going to compare this to a time when my FLGS had a " Build your own Hero" for Apocalypse. Out of the 15 Created Heroes, only 2 were anywhere close to balanced.

Even my Hero was unbalanced. But that was back when I was 14, and I believed that No-one should be able to kill my guy. (ps: I made a custom Leman Russ hero)

But look at the Fluff, Horus (wile empower by the 4 gods) Kill sanguineous then continue to beat The emperor like a wet rag. At the last second before the emperor annihilated Horus and his soul, the 4 gods withdrew there powers leaving him vulnerable.

Moral of the Fluff, The Emperor is a Bad Ass, but not Then Greatest Bad Ass.

To be very, very clear: do NOT restart threads that were just closed.

The last thread was closed because of comments like "Therefore you have proven you are a 12 year old, immature, have an ego complex that needs feeding." We're not interested in allowing such a conversation to continue.
