Every time I play this mission 4 falcon grav tanks appear just after I make my base and kill EVERY thing.Is it only on insane?I did the mission easily on normal before(months ago)By this point Larry(my dreadnought)is down to 600 health and is destroyed painfully.

If you're playing on insane, then quite possibly yes. Ramping up the difficulty on most RTS doesn't mean you'll face a smarter enemy, it just means that your enemy will start spamming high tier tanks and infantry as soon as the game starts because they have a tech and resource advantage.
Usually it's some combination of the above.

You know what I love to do? In Rise of Nations, I'll play on insane, but I'll use cheats of my own. So fun. Now there's a fair match on insane.
