I don't think so, but I'm a little rusty on the charge rules.

They need to be in its front arc, which is difficult to tell from the picture.

It helps to have a 45 degree gaming aid or something.

Very tough to tell from that picture, but eyeballing it says no, the chariots are not in its frontal arc.

From the looks NOT in front arc, so no charge.

Easy way - get a 45 degree tool, or fold an A4 sheet of paper diagonally in half, and you can easily tell.

There's no way to tell for sure from the picture.
