So where did he go? I have the miniature but no rules. He isn't in the Chaos Space Marine book , neither the imperial guard or the Dark Angels book. Have I gone mad? Where is my favorite character?!?

There are no current rules to cover Cypher. There was a ruleset written in Spain for an event, but not knowing Spanish, I can't translate.

The last time that I saw GW-published rules for Cypher was the 2nd ed chaos codex. Dunno if he was in the the 3rd ed codex.

He was in a 3rd ed chaos codex - CSM had TWO codices in 3rd ed - one vastly superior and overpowered, full of options no-one used (it seemed every csm army was a 4 HS/0 FA Iron Warriors army).
Even if they were painted red, or green or pink or whatever.

Special characters come and go, I don't think there are any codecies that have not lost a character at some point.

Yup.
Minor characters come and go.
The big mary-sues stay and their stories just get more preposterous.
And then bigger lamer heroes come in and have to upstage them. Like two kids in the schoolyard.

The model is still available.  At least that's something.
If you want to use him just make a house rule or ask your opponent if you can use the last official rules set.

Yep, not since the 3rd ed. chaos codex has cypher had rules. But it happens all the time. I would like rules for veteran scout sergeant naaman, but that didn't happen. So when I play some fun games with my friends I will ask to use the old rules.
P.S. You can always hope for a fallen supplement. Vetock wants to do it. Keep your fingers crossed.

Yep, plenty of characters that have fallen by the wayside. *Usually* it's because of a combination of the model being noticeably bad or outdated, and the character not being that popular (popular characters like Dante or Abaddon would cause too much uproar if they suddenly didn't have special characters, despite the models being ancient).
Other characters that no longer have their own rules, and many of which are no longer even sold:
Dark Angels Veteran Sergeant Naaman, a Scout Sergeant
Crimson Fists Captain Cortez (my god was that model ugly, even at the time)
Chaos Marines Doomrider, the biker... not sure why he didn't stick around
Orks' Makari, the Gretchin standard bearer that used to hang around with Ghazzy

They just need to redo models to make their characters look better

Gunslinger applies simply by having two pistols - it's not a separate rule the model has to have but one that applies to all infantry.

There was a 4 th ed white dwarf with cypher in it, he had a bs 9 or 10 master crafted pistols, his cc attacks ignored armor, 2+ save and if he lost his last would roll 3d6, if the result was 4+ he was removed but didn't count as a casualty. He could be brought with a guard or chaos army.
