So, my only real question is if I get a free herald, and I choose a herald of Tzeentch, does said herald get to roll on the psychic power tables? If not then there is no point at all to selecting a Tzeentch herald over either Khorne or Slaanesh.

This is in contention. I allow my demon buddy to roll when it appears, but arguments can be made that powers are only chose before the game starts.

Yeah I can see both ways too...but I have to believe that RAI here is give them the powers...but we all know RAI is not law.

Both codecies "Chaos" Daemons / CSM Have some stupid wording in a lot of cases, but the main point, is to find opponents who are fun to play with, and not "Fight" against for rules that are clearly not thought out properly..

I mean, if you randomly get a psyker, he is a psyker, mid game or not you have to determine what he is capable of casting...

Even if you spawn a herald of tzeentch and agree to roll for powers he would not be able to cast anything as he has no warp charges

Per RAW, the Herald is required to have a psychic power as a ML 1 psyker, but cannot roll for it as you only roll for psychic powers at the beginning of the game before deployment. In this sort of situation, when applying strict RAW breaks the game, we go to RAI. Either the herald may roll for its power before it is placed on the board, or it is does not get a power at all. I think we can agree with the former being the case, and I doubt any reasonable opponent would argue the latter.
