Okay I think I've finally settled on an idea, don't know how good it is, for a listed buying guide for skaven. I'm posting it here to get feedback, comments, criticisms, etc as it has been way too long since I put pen to paper in Fantasy. This is mainly just to give myself a goal to end up with a 3000 point army, which I plan to paint as I buy each piece so it will be a while, but I want the en result to be at least somewhat competitive and fun. Without further rambling here is the list...
EDIT: New variation listed in below post.
The planed buying method is probably going to be IoB (owned), a second IoB as a friend wants to go half/half and I need the minibook, a battalion to finish up my slaves and get rat darts, if I have 10 leftover clanrat bodies buy the sling kit to make them runners (if not buy another clanrat box), Bell, Artillery (cannons first then wheels, though each will be purchased individually), and finally stormvermin (each will be purchased individually).

Yup, that looks pretty good! I am not sure on the 2nd unit of Storm Vermin but at 3000 points I am guessing you're going to hit the flank of whatever the bell or slave buses are holding correct?
You could shuffle 10 of them off the smaller unit into the bell star, going on the premise that the bellstar should be choked with points to force the enemy to deal with it or lose essentially.
The other thing to consider if this is a buying guide is that SV come in boxes of 20, so you want to make sure your total is divisions of 20 or you'll be buying 10 very expensive models you won't use.
The only thing I would try to find points for is the Skalm on the Seer. I have been running some mock scenarios with him and outside of combat it takes 1-2 wounds through the course of the game just from his own bad luck.

With rumors of 9th coming next year I'm very hesitant to actually go through with this variation and will edit a new one into this post shortly.

Here are my two Warptokens:
- spend the extra 15pts to bump the Chieftain's Foul Pendant to the Talisman of Preservation. Then swap out the Enchanted Shield for the Charmed one, and get a halberd. S5 has gotten me out of far more scrapes than a 3+ save ever did.
- the Brass Orb can be devastating. But the Doom Rocket is more reliable, has a much wider range of targets, and is cheaper. I'd drop this Engineer and give your Condenser-carrier the Rocket.
- two Rat Darts at 3000pts feels really small to me. I try to run four at 2000 and up. Also, units of 20 Slaves with a musician makes for great and remarkably durable chaff.
- the Banner of Eternal Flame feels like a waste of a magic banner. The Stormbanner is just So. Good. As is the Razor Standard and, if you're on a budget, the Standard of Discipline.
- I've usually found that Gutter Runners have a very specialized set of tasks, and that you don't need to invest a lot of points in them to accomplish those tasks. I'd drop one death squad, maybe bump the other up a body or two. And if you want to expand their potential for mayhem, I recommend getting Death Runner with Smoke Bombs.
- I'd rather see a second A-bomb than two Doomwheels, or a third Cannon and some other stuff than a second 'wheel, but that's my preference.

Where would you suggest I find the points for these changes? Rat Dart and Rocket are pretty easy, but points for a Second Abomb would be tight.

Dropping the Engineer with the Brass Orb, Foul Pendant, a team of Gutter Runners, and a Doomwheel nets you 335pts.
A Doomrocket, Talisman of Preservation, halberd, 2 rat-darts, +1 'Runner, Death Runner with Smoke Bombs, and a 3rd Cannon costs you 253pts.
That leaves you with 82pts. You could drop one of your slave units down to 59 and pick up two units of 20 Slaves with musicians; they make great re-directors, since they don't panic non-slaves, are disproportionately hard to panic, and can beat up other chaff.
