Only Stealthsuits, Crisis suits, and RIptides can jsj,
The Hammerhead can go flat out and move an additional 6 inches during the shooting phase, but cannot shoot if he elects to do that.

If he can't support it with his rulebook and/or codex, then he can't play it like that.

Of course you didnt find it in the rulebook. There is no rule allowing or disallowing a hammerhead to JSJ. Only if something is allowed by a rule you can do it. The rules dont define what you cant do, they define what you can do and under what conditions and restrictions.

To be absolutely clear on this - what allows some Tau units to "jump, shoot, jump" is their status as Jetpack units. As per the rulebook, this allows them to make a move in the Assault phase without having to charge. "Jump shoot jump" itself doesn't actually exist as a rule in its own right any more - effectively, what you do is move normally, shoot normally, and then the unit type allows you to perform an extra Assault move on top.
This covers units like Stealth suits, XV-88 Battlesuits and Riptides, as already mentioned.
A Hammerhead, on the other hand, is a vehicle (I believe its unit types are Tank and Skimmer). Because of this, it can't take advantage of Jetpack rules and nothing in either the Tank or Skimmer rules allow it to move after shooting. This also applies to other Tau vehicles such as the Skyray or Devilfish - none of them are Jetpack units.
What *might* be happening is your opponent might be referring to a rule in the old Tau Codex. Ask to see the Codex next time - if it's a paperback, it's the old one and they're going to need to seek your or anyone else's agreement to use it first before you start playing. Other than money I don't know why someone would still be playing the old Tau Codex though, since the new one is much more effective...

Two things the, I think you meant XV-8 as the 88does not have the jetpack rule, and if you liked mech tau the old codex is still better for that.

The previous (4e) Tau codex did not have special rules allowing vehicles to JSJ.
