This is a two parted question. One current and other theoretical.

A) If I take shrike and attach him to a unit of BA assault troops. Would the whole unit use the decent of angels rule?

I dont have my BRB book handy so I am curios about what rules transfer to IC's and from IC's.

Alternatively here is a theoretical question in regards to the rumored raven guard chapter tactics (units with jumppacks can move in the movement and assault phase).

B) If I took a ravenguard captian with a jumppack and attached him to the BA assault troop. Could they 1) move in both the movement and assault phase and 2) can they use the decent of angels rule.

Descent of Angels is specifically C:BA only I'm pretty sure.

And it's not worth answering questions based on rumors.

Descent of Angels *IS* Codex Blood Angels units only. I'm sure the rumour, if true, will specify that it's Raven Guard units only, but... wait and see perhaps?

I have a dream of making my BA usable with Ravenguard... it is a wild dream... but a dream none the less.

Page 23 – Descent of Angels.
Change this entry to read “A Blood Angels unit composed entirely of models with this specialrule can re-roll failed reserve rolls if arriving by Deep Strike using its Jump Packs. Also, due to the precision of their descent, the unit scatters D6" ratherthan 2D6".”

Doesn't that open up the old can of worms of an IC counting as part of the unit, in this case a BA unit? Just speculating here.

Just checked the FAQ, the wording is pretty damming.

And all those chapter traits are rumoured to be "all units from the X-detachment", which means that it doesn't work on BA-units.

No it doesn't.
No matter what way you look at it, you don't have a unit "composed entirely of models with this special rule".
