As many of you have already heard with the upcoming space marine update each chapter will have their own "chapter tactic" which provides unique benefits to said chapter. For example:

Spoiler:
Rumor: Iron Hands: Army wide 6+ Feel No Pain and It Will Not Die for vehicles and characters . Techmarines and Master of the Forge also get a +1 on their Blessing of the Omnissiah rolls

This leads me to believe that IG regiments will receive similar treatment as well. While no details have been given (to my knowledge) I wanted to speculate what kinds of things we could see next year (IG set to get update Q1 2014). For example:

Example regiments with special rules

Catachan: Move through cover, ignore dangerous terrain, infiltrate, better cover saves then normal?

Steel Legion: Preferred enemy - Orks, Additional mobility to chimeras & or improved mobility for troops embarking/disembarking chimeras, benefits to other light vehicle such as salamander scout tank etc?

What do you forsee? What kind of rules would you expect to see from cadians, mordian guard, tallarn, valhallans etc or the above?

While that would be kinda cool, I hope they have something for units that aren't one of the published regiments. I like running my army as an ad hoc mix of everything with some squads having two or three published regiments represented.

I'd like to see chimeras being assault vehicles for one of the regiments, just for comedy. (Only for line troopers mind)

Other similarly bad but amusing rules would also be much appreciated, if you're listening, GW, perhaps make all valhallans vulnerable to fire templates like swarms but have stealth (snow), and so forth.

I collect:
Guard - 2k of mostly infantry
DA - 2k of deathwing, 2k of other bits (no vehicles)
Sisters - mostly converted/proxy because I'm waiting for therange to go plastic.
Tau - 2k with no riptides because I can.

Just to chip in another thought... and who knows at this stage so just an educated guess...

...they seem to be trying to make each army distinct. And make the special rules work in distinct ways. So, I think they will just build on the "orders" more and give more different orders to tailor your IG army.

I personally like all this 40k output... I feel it is making the game richer and more detailed. I also think it makes it harder to make a single auto-win army when there are so many variations.

I liked the old doctrine system. Orders are also great don't get me wrong.
The doctrine system was a lot like the system you describe except it isn't limited to regiments (Which makes sense IMO because otherwise it'd be pretty dumb)

One thing I think would be interesting is to have orders be purchasable like the psychic powers in some of the earlier books. That way, you would have the option of specialising in certain areas, like having a platoon that specialised in shooting with things like BID and FRFSRF, or defence with things like Incoming (and I would love an order that gives some kind of buff to overwatch in the next turn). It would add more dynamism to the army, rather than 100+ dudes that, apart from weapons, are identical.

I'm not sure a 'chapter traits' type system could work, as every SM chapter can trace back to a First Founding chapter, and therefore a distinct style of warfare, whereas the guard are so varied it would be impossible to cover everything.
