Ouch that definitely did a number on your paint job.... you might be able to get off all that built up powder with a good stiff toothbrush or any bristle brush. Maybe restore the paint before you go back at it.
Sprays arent bad for powders, just spray at a bit of a distance say 1 to 1.5
ft away. I use Testors matt varnish, never lets me down. Future wax ive found can result in a shiny finish (which is fine if youre going for a wet mud or oily-greasy look)
If youre not a fan of using the sprays you can always go the brush on route - using White Spirits (
UK) aka Mineral Turpentine (N.America) - found very cheap in most hardware stores in the paint section.
Can find it in art stores too (just a higher end formula, but basically does the same thing.).
