So in the Elysian IA list they can take two long range ground scanners (-1 to enemy reserve roles each, for a total of -2) and an officer of the fleet (-1 to enemy reserve roles, for a grand total of -3)

Does this mean that an army playing against an Elysian force has to take 6+ reserve roles for the first two turns? (if they don't kill those units listed)

Thoughts? Have I missed an FAQ or something?

If there isn't anything that stops them from interacting with each other, yes.

So versing an Elysian force it is likely that I'd be taking reserve roles on 6+ for turns 2 and 3?

Assumng the long range scanners "stack" - for example 2 masters of the fleet do not.
