If an IC has cast Perfect Timing, and then in that movement phase leaves his unit, does both the IC and the unit still have Ignores Cover in the shooting phase? Is it an ongoing effect, or is it something else?
If not, then what's the case for saying which one retains the effect and which one loses it?

I'm inclined to say they both keep it, as per ongoing effects, but I'd like other thoughts.

I would be inclined to say that the power affects the psyker, which then affects the unit, like some abilities that grant all members of the unit that ability if any of them have it. I say this because the way the power is worded it says it targets the psyker, then says it grants the effect to the psyker and any unit they are in. But I can easily see someone making the argument that the power sticks until the psyker's next power phase.

Rigeld2 is correct and my first impression are wrong. Play tyranids so I don't have a lot of IC joining and leaving units so I forgot about ongoing effects on IC. Thanks for the page number.

As Rigel2 already pointed out, page 39 answers this question. The last part of the IC rules.

Ah, figured it out. The unit the IC was previously attached to does NOT get Ignores Cover after the IC leaves.

But the IC rules didn't help me reach that conclusion....it was reading Perfect Timing again! Ongoing effects has nothing to do with it!

As a follow up question does Perfect Timing affect Psychic Shooting Attacks?

Ignores Cover: "Cover saves cannot be taken against Wounds caused by weapons with the Ignores Cover special rule."

Witchfire: "Manifesting witchfire counts as firing an Assault weapon."

If I count as using a weapon, do I have a weapon?

PT is slightly different to the others in that it affects the psyker and his unit, while say prescience forewarning etc is a unit (but they do have a range while PT does not).

IT for sure affects PSA as per the rule Elric has pointed out
