Long story short. Why does noone use them?
They have a decent strength, large AoE and seem to be better than a Storm Bolter to me. I never used them before but I imagine that a Tau gunline behind an Aegis would not like them too much and they might distract some shooting from my Grey Hunters to my pods instead.

They're expensive and cannot be shot on the turn they come down.

Meh. I'll use them if i have extra points, but to be honest, it's usually not worth it. A storm bolter is usually just enough, however it can add a bigger punch, and they usually feel the need to destroy it, taking away fire.

The Riptide can't be a giant death robot, its completely lacking a sword or massive chainsaw. All giant death robots have swords or massive chainsaws.
