Wondering should he be on a 40mm base or regualr 28mm base, the model becomes bulky so I'm thinking 40mm?

Personally I would say 40mm as the absolute smallest. 60mm is probably most appropriate, IMO. Edit: Also he becomes Very Bulky, not just Bulky.

Epidemius, a Herald of Nurgle on a Palanquin, is supplied with a 60mm round. That seems to be the closest equivalent. I'd go with that.

According to GW, Epidemius (who per the fluff rides on a palanquin) comes with a 60mm base.

I think 40mm is fair- you could make the model with nurglings holding a chair that has a fat space marine on it fit pretty easily imo but i wouldnt mind at all if someone used a 28mm in a competitive game.

I think 28mm is definitely too small for a 'Very Bulky' model.
