I have seen videos on line of people playing Kill Teams, but I have no idea of the rules or where said rules are located.

It's a small blurb somewhere in the BRB, not even worthy of being on the index. I think they're still using the 4th ed version, or if you poke around in the proposed rules section there's a good kill team rule set someone made.

IIRC it's basically a 400 point game, disallowing all vehicles with an AV total of more than 33 and all models with more than two wounds. This is supposed to prevent you from stomping your opponents tactical marines flat with Abbadon or fielding vehicles which a small army would have problems with because they didn't bring the right guns.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe.

pg 363 suicide squads.

And now that I think about it, GW put out a scenerio recently using kill team rules, but I'm not sure if it's still available to download.

That was combat patrol from (4th) Ed I think. Made for cool little games, and was used by my flgs to build 40k interest.

Kill teams is a unique game mode designed for quick, less then 30 minutes including setup, tournaments . It contains a whole bunch of additional rules in order to make it feel like a full game, such as making it so every model is considered their own unit for rule purposes, so I can only recommend you read the documents related to Kill teams. These rules can be found on the game workshop website, in a PDF I have linked at below. There are numerous FAQ and torment changes to these base rules, I have posted the most likely to be used below as well.

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures.

First link appears to not work.

Note to the reader: my username is not arrogance. No, my name is taken from the most excellent of commanders: Lord Castellan Creed, of the Imperial Guar- I mean Astra Militarum - who has a special rule known only as "Tactical Genius"... Although nowhere near as awesome as before, it now allows some cool stuff for the Guar- Astra Militarum - player. FEAR ME AND MY TWO WARLORD TRAITS.

It does, you have to copy and paste.
The hyperlink isn't using the full link, its missing ").pdf"

That is because something in this site has caused the ).pdf to drop off the link, likely it is reading it as some sort of 'comment code' or something, not my site so I can not say why this happened. You can see the difference in colour showing this fact, for when you click on the link it is just trying to open everything up to the 6. Simply copy and paste the link into your browser window and you should have no problem getting it to work. Ensure you do not catch an errant space that might be at the end of the link, as that is a character it wouldn't recognize either.

The original Kill Team rules are in the Battle Missions rule book. I can't hit the games workshop website right now, but basically Kill Team is a 200 point game with 0-1 elite, 0-2 troops, and 0-1 fast attack. You purchase units per the codex, but on the tabletop each model is basically treated as if they were separate units. No model can attach to another model. The table also shrinks to 4x4 to help the two sides get into contact with each other. That's the jist of it anyways.
