Your sergeants, your platoon commanders, nor your company commanders can take storm bolters. They can take bolt pistols, though, plasma pistols are also a popular options.
Feel free to jump onto the 40K Army List Forum once you are getting around to building out your list or have more questions. There are a lot of people on there happy to help new players...

Thanks didnt expect to get an answer back that fast yea i herd.that people could take a stormbolter in the codex it said in a rare occurance a guardsman finds and uses a stormbolter so hey cheers!
