Uhmmm, might need a bit more info there OP, like what do you have available, what might you be fighting, full mech or semi mechanised, with or without flyers etc etc.
Cant expect much help unless more details are provided!

Your core army will be based primarily around two things: veteran squads (in chimeras or vendettas) and leman russes. Beyond that, just make sure you have a balanced list, i.e. you can take out MEQ, TEQ, GEQ and tanks/MCs.
A good base for starters might be something like:
Lord Comissar (attach to a vet squad)
Veteran Squad: 3x Plasma in Chimera
Veteran Squad: 3x Meltagun in Chimera
Vanquisher
Punisher (since you seem to really want one)
Wild Card
I think this would be around 750? Somewhere in that neighborhood at least. For the wild card I'd consider another vanquisher for more anti-tank. I don't often say this, but I think the plasma sponsons on the vanquishers would be wise as well, just to give yourself some more AOE TEQ/MEQ killing weaponry. You should be running all three Leman Russ variants in different squads too. No use in having the wounds from one spread to the other two.

There is some general advice here, but if you are more specific we can help more. Here are a few key points of Mech guard:
1) Cover Your Flank: Despite better front armour than many transports, Chimeras only have AV10 to the side and rear. What this means is you should be doing your best to keep them out of assault, and try and keep the flanks covered, or they are going down fast. If you can do so, try and block LOS with some to others, so that the minimum side armour is showing.
2) Plasma or Melta: This debate is at the heart of mech lists, as plasma weapons have the advantage of longer range (so less chance of being caught in CC) and more shots when they do get close, and they are better on overwatch. However, they can harm the guardsmen and lose firepower fast with some unlucky rolls, so some do not like relying on them (personally I find them fine, and the Grenadiers upgrade can prevent some damage). Melta, on the other hand, is devastating at short range, but you are really putting yourself at risk of being charged. You'll have to experiment to find your own preferred ratio, but I like plasma:melta 2:1 most of the time.
3) Mechvets Are Defensive: Despite their considerable firepower, mechvets are far better as a rapid-reaction force than an aggressive force, as they are great on overwatch (fire normally, OW for vehicle, disembark when destroyed, fire normally, OW again) and their mobility allows you to react to incoming threats and pick your targets.
4) Specialisation is Key: Specialisation is essential for mech lists, as your limited model-count means you need each unit to focus on one thing and do that. A punisher should take HB sponsons, for more anti-horde, while a Vanquisher should take PC/MM sponsons for more AT. The same goes for SWs in vet squads, and anything else. Making a unit for everything is making it waste half its firepower regardless of the target.
5) Play the Mission: At the end of the day, your immense firepower is wasted unless you can win on objectives, so in the final turns you should be doing everything you can to take objectives, including sacrificing firepower. For example, on T5, you can disembark onto an objective, and then move the chimera to block LOS to them. This will probably lose the chimera, but might win the mission.

This, pretty much. Optional primaris or CCS, but that's basically how you start. Then, after this, you might consider another squad of mechvets once you really start getting up in points, but you don't have to. Pretty much the rest of your points you spend on more russes.
The strategy is that the russes open up turn one and just keep shooting. The mechvets play a defensive role to help sweep away what units get in close to attack the russes.
Kind of a boring sit-and-shoot kind of army, unless you really make an effort to drive those russes 6" forwards every turn, even if there isn't any strategic benefit to doing this (and there are downsides. You'd do this for rule of cool).

I've always wished I started my army out by buying a lot of models in bulk, it would have saved me some money.
Here's what you will use, regardless of how you're going to play in the future.
CHIMERAS
Buy 3-4 chimeras. They can proxy as artillery, they can proxy as devil dogs and hell hounds ... and that's if you're not using them as chimeras every single game because they are so awesome. *I used to hate chimeras, until I understood how they worked - they give you so much more than just an AV12 box to put your dudes in. It's a big part of the Imperial Guard's success as an army, you should have some.
GUARDSMEN
Buy at least 50 guardsmen. Even the most mech heavy lists need 20 troops to satisfy force organization, and it's pretty likely that you'll want more in some lists.
AIR SUPPORT
Figure out how you're going to handle air support. Then buy an Aegis/Quad Gun, or a Vendetta. Possible other options are the Bastion ... and some others. I like the Vendetta, because it has more options than the quad gun. There are lots of opinions about the Vendetta. The most common opinion of the Vendetta is that it's too good. It's not too good, it's WAY over rated. It can so easily make or break the game you are playing, just with 1 bad role, that's it, game over. When everything goes off correctly, the Vendetta can shoot down fliers, snipe vehicles and deliver troops. It's still not overpowered, it's just a flying chimera with some sweet guns, but when it goes down, your men die. It's as good as anything in the IG, it tries to survive while shooting at things.
SPECIAL WEAPONS
Buy blisters of special weapons IG, or buy the plasma and melta guns separate and mod them onto the plastic guardsmen. I wish I'd done this.
These are the things I think you can't do without. If you want some Russ tanks, get some. Get some basilisks if you want to run an artillery build. The above mentioned units, you really need to own, unless you're totally committed to doing something really wacky, I'd get these things and go from there.
