If a model doesn't deploy first turn do to being in reserve, does it count as being alive yet? In this specific example, Uriah Jacobus allows you to reroll faith points as long as he is still alive. So, while being in reserve first turn, can you reroll faith points, or is he not alive until he comes onto the board?

No, he must be on the board. units in reserve Don't act as units until deployed, Unless a special rule changes that.

There is no rule to support this assertion

Yeah, if the rule only specifies that he is alive and in your army, you're golden. If it specifies him being on the board, then he doesn't confer the rule while in Reserve.

Just checked Jacobus, and barring an FAQ I'm unaware of, his ability should work just fine and dandy in Reserve.

Where have you got that notion from?

How many reserve rolls do I make for reserved units that aren't units yet?
What exactly has my ic joined in reserve?

Yes, jacobus is "alive" in game terms, if he were not, he would be "dead" or have been removed as a casualty, or some-such.

Another example - psykers must be able to generate Warp Charges while off the board, or they would never be able to cast anything on the turn they arrive. That's also why they are specifically mentioned as not being able to cast powers that are cast at the start of the turn, because they do have the Warp Charge to do so.

RAW of it is - there is nothing that actually requires you to be on the board for anything to occur, unless it specifically states it. However most events can't occur because you don't have a point of reference to measure from the model for (for instance, line of sight or range).

Even if removed as a casualty, pg 2 under wounds says he might still be "alive", just badly hurt.

so roll off when he's removed to see if he's dead or just badly hurt

Which means he can't fight anymore (so no shouting, or even making use of a very unlikely looking beard).

I highly doubt his rules actually qualify that he has to be "alive". It's probably "removed from play", "removed as a casualty" or something to that effect.

Fortunately, 'Alive' is used several times in the 6th edition main rulebook, generally in context or synonymous with 'not removed as a casualty yet' which in turn is a result of 'not having a Strength, Toughness, or Wounds (with wounds being the most common way) statistic equal to zero.

While not a specific ruling, there is enough precedent to infer what GW means when they indicate a model is 'alive', as opposed to something else.
