Okay I am bad at explaining stuff but
When I go onto the site at the top it has all the stuff like
the gallery button and army painter and the dakka dakka banner.
But I have to scroll down a good bit to get to the topics, it was like that this morning and know. Ps. when I scroll down all is see till I get to the topics is the site backdrop.

Are you using Internet Explorer?
Try this:
At the top of the page, find the switch theme link.
Click it and change it from Mobile Friendly (lite Dakka 2012) to Dakka 2012.

IE mobile has some odd glitches, so IE in mobile mode pushes out those same workarounds that leads to that annoying effect from happening. As you saw, changing your theme sorts it out.
