I really like the models from Dreadfleet, is there any way to convert them for use in 40k?
Which army has the best "high seas" potential?

Well, my money would be on Orks. It shouldn't be too hard to put some wheels on those ships, Orkify them a bit and give a red paint job.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

They are tiny though.
We're talking warbike/buggy tiny.
You could use them for Epic 40K i guess.

None of them. The Dreadfleet models are way to small to do anything with, except convert them into some sort of decoration to use on a bigger 40K vehicle or something.

Which is the best army to decorate with? Chaos or Orks is what I would think, I want to have a water themed army of sorts.

DE Vehicles, possibly manned by ORKS!
DE vehicles are sailboats and speedboats. Pretty nautical. My DE are Dagon cultist sea reavers.
Ork trukks, buggies and battlewagon could be rebuilt as water vehicles with work.

They're the wrong scale. 40k is 28mm and these are only about 10mm.

According to this, the one ship they show to scale with a dice and model is 100mm long. Not sure where you are getting 10mm.

He's talking about scale. By 10mm, he means that a normal human would be 10mm tall in that scale, not that the actual ship models are 10mm long.
He's still quite off, of course. Dreadfleet is maybe 3mm scale, at a stretch.

How about as decoration? If done right, maybe they could spruce up tanks, or Dark Eldar Raiders?

Why would you have a design based on a boat from 10s of thousands of years ago decorating the hood of your tank? It would be like having a hood ornament of the Flintstones' car on the hood of an M1 Abrams. It doesn't make sense.

'If done right,' being the operative phrase. I can't think of anyway to stick these on a 40k vehicle and not have them look awful.
