Codex Orks, because it's the best codex

Failing that the new SM codex that just came out would be your best bet.

The new Space Marine 'dex has good customization, made the stuff in the old codex better, as well as adding things that can combat the meta: Centurions for MC spam, and Stalker/Hunter for Fliers. Pretty solid, and I think the best codex released so far (and not Taudar amazing, but still pretty good).

If you use your own unique paint scheme, then why not give the various chapters presented in the Vanilla codex a trial run? You can decide for yourself which one you like best. Just come to a decision eventually, so your friends aren't constantly confused by which codex your marines count as this week. Pretty partial to Salamanders myself.

It depends on what you want your chapter to be based around in terms of organization or combat doctrine. The newly released vanilla Space Marine codex has the most variety of options to give you given that they have several chapter tactics you can base upon for your homebrew chapter. The only thing it doesn't really have is terminator spam like that of Dark Angels or jump-pack focus like Blood Angels. Both of which lack the sheer amount of choices you can pick from the vanilla and lock you into a specific type of build. I would suggest as many others have said before to try out different chapter tactics to see which suits you the most before committing fully to one particular chapter's combat doctrine/style.

Play what suits your style - there is no such thing as "best".

Also...what do you mean by best?

The one with most most diverse builds?
Ones that have good internal balance?
Ones that are very forgiving for new players?
Ones that have the most simple of tactics and have a decent change to do well?
Ones that are overpowered and will give poor players a crutch?
One that has a lot of options, but take really creativity and intelligence to play, and can be rewarding for players who like a sense of accomplishment?

Find a style you like, and play that - see what models you think are cool, or what colors or fluff you like.

Play that...otherwise you may find that later, you may have wasted a lot of time and money...
