ok i saw that if you play a 2000pt game or more you can use 2 foc's. does that mean that you have to use the first foc for the first 1999pts. or can i use the slots from 2 foc from 0-2000pts.
does anyone understand what im asking? please help..

If it's a 2000 point game, you get two charts. You don't have to fill the first chart with 1999 points before moving on to the second... The would prevent you from actually using a second chart at 2000 points, since nobody has a unit worth 1 point.

I thought you didn't get the second FOC until after 2000 points. So now I am confused. BTW I am often wrong about these things.

If you and your opponent agree to a 2000 pt (or more) game you get access to a second FOC, even if your army is only 1995 pts.
The alternative is to play 1999+1 so you get 2000 pts but only 1 FOC (as it is a 1999 pt game).

that is not what 1999+1 means.
1999+1 means you play a 1999 point limit game.
The +1 signifies that you will not be penalized if you go 1 point over the 1999 limit (Semantics I know).

Yes, I'm aware of how it is used. It's ridiculous.
If you don't want to use a second foc, just play a 1999 point game. Or agree with your opponent to stick with a single FOC.
The plus 1 thing is unnecessary and silly.

The +x point cost sillyness is in the rulebook. You can agree to an additional bubble. I often found that when my friend played chaos and we played a 1500 point game it had to be 1500+5 becouse with his models he could make 1504 or 1323 with out forgoing any cool options (like VoLW)

You should get him a Tac squad for his birthday. Fill up those 170pts to get to 1500!
