Here is my take on White Scars

HQ:
Kahn w/ Moondrakken - 150

Troops:
Bike Squad w/ +5 men, 2 Grav-guns, Meltabombs, Attack Bike: Multi-melta - 258
Bike Squad w/ +5 men, 2 Grav-guns, Meltabombs, Attack Bike: Multi-melta - 258
Bike Squad w/ +1man, 2 Meltaguns, Combi-Melta, Attack Bike: Multi-Melta - 169
Bike Squad w/ +1man, 2 Meltaguns, Combi-Melta, Attack Bike: Multi-Melta - 169
Bike Squad w/ +1man, 2 Meltaguns, Combi-Melta, Attack Bike: Multi-Melta - 169
Scouts w/ Shotguns - 55
Land Speeder Storm - 45

Fast Attack:
Stormtalon Gunship w/ Typhoon Missile Launcher - 145
Stormtalon Gunship w/ Typhoon Missile Launcher - 145

Heavy Support:
Thunderfire Cannon - 100
Thunderfire Cannon - 100
Stormraven Gunship w/ Multi-melta, Hurricane Bolters - 230

-1998

So thats it.

I think it all fits relatively well with the whole 'fast moving' white scars theme. Well, except the TFCs, but everyone needs a little support now and then, right?

I'm having second thoughts about the scouts. The idea of them is to outflank and shotgun-charge a unit off of an objective. What is the general opinion on them?

Would appreciate any and all C&C

I would drop the scouts to upgrade Khan to a decent bike captain with Eternal Shield and Burning Sword. Other than that Is swap melt as for grabs.

Both are relics and can only have one or the other... page 159 under Chapter Relics

That is incorrect, you can have two different relics on a single character, You just cannot have the same relic twice per army.

If you drop Kahn only one squad of bikes are troops. Keep Kahn.

Actually the bike squads need to bee 5 bikes strong to count as troops. Do the attack bikes count towards the 5 models? and where does this read in the codex?

Incorrect. The wording is 'If a detachment includes a captain on a space marine bike, bike squads of atleast five models may be taken as troop choices instead of fast attack in that detachment'

And no, attack bikes are 1 model. So you need 4 bikes and 1 attack bike to make it a troop choice

Kahn a chapter master or a captain on bike all allow any number of bike squads that are at least 5 man to be troops.

The way I read it the captain only allows one squad to be troops. If you take Kahn all squads of 5 or more are troops. I may be wrong but that's what I saw

Either way keep Kahn because its fluffy and that makes the army infinitely better

There is only a bout 10 point difference between the 2 when similarly equipped. Those 10 points with Khan bring you a lot when running bikes.

Why does Kahn make the list better? With the speed of bikes do you need Scout? Where as a bike Captain (or CM) is the CC power house of the codex...

Bikes are fast, but they're also lacking in numbers, even with the point reductions. Armies such as Tau, Eldar and IG and put a lot of firepower downrange, especially if they go first, without night, when you haven't had a chance to get your jink saves up.

Khan reduces the amount of fire you have to take by a turn - avoiding the casualties you would have taken in that turn might mean the difference between victory and defeat.

As to whether he's worth it compared to a tooled-up Captain or Chapter Mater - I think that's still in the balance, and only playtesting over the next few weeks will provide the answer!

How does Khan reduce the damage you take by a turn. You're bikes not beasts and you're not a combat army but if you want to assault Tau you do so turn 2 either way.
