Honestly, a huge aspect of WW2 was that bombing an area simply made it *easier* for troops to hide in. In Italy in particular, once they bombed a city it became an almost invincible fortress and a total nightmare to clear out - far harder than one that was relatively intact.
Ruins should be destroyable, becoming area terrain, but area terrain should absolutely not be destroyable.
Lately I've been playing games where forests can catch fire. We resolved it as whenever a flame template touches a tree, the forest takes a hit against T5. If it fails the whole thing catches alight, causing wounds to any models inside on a "1" at the start of each turn.
