That indeed is still an option. But I feel Ultramarines are juste the vanilla guys of this new codex. Except being for one turn better at one thing, they don't really bring anything else. Imperial Fists on the other hand would allow me to reroll all my 1 on bolter weapons, and make my devastator way more scary. But by taking the Iron Hand tactics, my guys gain FnP and their vehicules are a lot harder to kill.
I think I'll go Imperial Fist, just because I like more to be agressive than defensive.

First on the list?

Captain seems a mess. That armour is over costed Shield Eternal is a better bet and he needs a better CC weapon and a CC squad if you want him. Otherwise a Libby or preferably Tigirius would be a better bet.

Heavy weapons in the 5 man tac squads are not a great idea. Particularly with a multimelta as it requires your opponent to move within 12"... If you're ferrying around in Razorbacks special weapon and matched combi is the best option. Also drop all the Vet Sarge upgrades they're not needed.

Whilst the Heavy Bolters are not a good option, cheap sure but MLs offer so much more for not a lot more points.

I agree with the others that have said Ultramarines are a good option for this list (particularly if you take Tigirius). From your options I'd probably say Iron Hands, you don't have that many bolters I know you wanted it with HBs but even with it they are just not really worth it. TH with lascannons isn't that great I prefer it with S7 weapons as they generally have such a higher rate of fire.

Take the Magic: The Gathering 'What Color Are You?' Quiz.

Yes my Colour is Black but not for the reasons stated mainly just because it's slimming... http://imperiusdominatus.blogspot.com
