Legion of the damned don't benefit from chapter tactics. So no rerolls to wound on flamer weapons and etc.
Vulkan provides rerolls to misses on melta weaponry and his special rule (as far as I'm aware) isn't a chapter tactic.

I just want to make sure I'm correct in understanding that even though the legion don't benefit from chapter tactics they still will however gain the reroll to there melta's from Vulkan?

Yeah no reason to think they wouldn't get the benefit from a RAW perspective. I imagine this is not the intention but it is far from clear so go with RAW or discuss with your opponent. However if you build your army around this don't get surprised if the FAQ says no.

Not really building around it personally. All it really means to me is if i give them melta weaponry or if I go with grav weaponry.

It is absolutely RAW legal.

Though, I'd look at a different loadout for your LotD. PlasmaGun, CombiPlas/Grav, Plasma Cannon. You have reliable Deepstrike, SnP, and ignore Cover. This can put the hurt on many units.

How would you give them Grav Weaponry, only the CombiGrav or Grav Pistol is available to the Legion?

It's 155 points for 5 w/ Melta Gun, Combi Melta and Multi Melta with a reroll on the scatter dice for Deep Strike. Also, in the realm of more and more ignoring cover and/or AP3/2, having a 3+ inv isn't too shabby. Vulcan giving them a reroll to hit seems quite viable for not a lot of points. Not a game breaking unit, but usable.

No earth shattering, thought provoking quote. I'm just someone who was introduced to 40K in the late 80's and it's become a lifelong hobby.

Yeasm Sergeant can have a combi (anything from ranged weapon list)

and one of the others can have a regular (anything from the heavy weapon list)

Thats what I was planning on doing! The fearless is a nice bonus as well.
