As Azazelx says, Force on Force is a good modern ruleset - published by Jointly Osprey/Ambush Alley Games.

There are a fair few manufacturers doing modern minis in a variety of scales. Empress Miniatures does 28mm and they're generally very good sculpts. Historical/real world miniatures tend not to be tied to paricular games as much as fantasy and sci-fi ones, so you can generally mix and match minis from different manufacturers quite happily.

I recommend Eureka Miniatures as well, for their USMC range, which is very good.
Empress can be a bit rude/passive aggressive to deal with, so while their sculpts are lovely, I'm not too keen on the company itself.

Yep.
Ambush Alley Force of Force.
They also do the 'near future' hard sci fi version, Tomorrow's War.
