I recently had a casual tournament with some of my friends who were preparing for Throne of Skulls and after being thoroughly beaten I thought I'd rethink my list. I had been using the models I had to hand because I don't have a huge amount of income at the moment and didn't want to get anything new just for that, so I ran Imperial Guard with a detachment of Dark Eldar allies. It worked better than I would've thought, but it lacked the punch my list needed.

Having done a little bit of thinking, I remembered the Dark Vengeance boxed set and I've put together a quick list with the Dark Angels models that come in there in mind:

HQ:
CCS - 65
(3 Flamer)

Troops:
Vet Squad - 85
(3 Flamer)

Vet Squad - 85
(3 Flamer)

Vet Squad - 100
(3 Melta)

Fast Attack:
Vendetta - 130

Heavy Support:
Manticore - 160

LRMBT - 150

Dedicated Transport:
Chimera - 55

Chimera - 55

Detachment

HQ:
Librarian - 65

Troops:
Tac Squad - 170
(Ten Man, Missile Launcher, Plasma Gun)

Just from my experiences Flamers are of limited use as Guard. The Battle Buses will help get them where they need to be, but if they get tagged from far away...you are going to have a rough time getting them into range. I usually stick with the trusty Plasma Vet Chimera. Thats just me, now on the positive side, that many Flamers is definitely going to deter assaults and should you get in range of things that many templates will put quite the hurt on.

I do like flamer vets to camp on objectives and overwatch like hell when they get assaulted, but I may take away the plasma toys from the marines and give them back to a veteran squad. Would a three way split of melta/plasma/flamer work for vets, or would I be trying to achieve too much?

If you mean putting one of each in a squad, then yeah you'd be trying to achieve too much. Guard is kind of about redundancy.

Oh, no, no, no, that would be silly!
I meant 1 squad 3 flamer, one 3 melta, etc
