Okay, let me get this straight, a Zooming Flyer's combat speed is 18 inches. Exactly. No more, no less. Furthermore, they can fire four of their weapons at full Ballistic skill either way. Shouldn't there be some kind of difference?
Enter the new Zooming Flyer movement rule.
24" Combat Speed (minimum 18")
36" Cruising Speed
At Combat Speed, Flyers can fire all weapons and can choose whether to use Skyfire at the start of each Shooting phase.
At Cruising Speed, Flyers can fire up to 4 weapons at full BS and must use Skyfire at the start of each Shooting phase. In other words, it's harder to hit a target on the ground when going so fast. Note that this does not affect Bombs as they are used during the Movement phase.
Okay, now the two speeds are actually different, thus Locked Velocity and other effects on a vehicle's speed mode actually means something to flyers.

If we're proposing something, why don't we make it so that it moves onto the board no less than 36", can make it a single turn up to 90 degrees, and then move a minimum of 36" next turn. Just so that flyers aren't dancing circles with radii the size of tanks and to make them actually feel like they're flying. Not pseudo-hovering.

I think that this is a common misconception about flyers in 40K: Their role is really much more along the lines of attack helicopters and light-attack aircraft (think A-10 Warthog). I think that flyers are meant to be "pseudo-hovering". Look at the armament of common flyers in the game - mostly ground attack weapons, and relatively slow speed (3x the speed of a tank is roughly a modern helicopter).
But to the OP, I think that there really isn't an advantage for flyers to move full speed currently, I usually am moving mine the bare minimum to keep them on the table and doing their job. Maybe an increased jink save if you move full speed?

No, its not a misconception. The misconception people have who think the flyer rules are okay is that every single other game treats them much differently, or behave similarily but in a much smaller scale.
Basically, without going into detail of game design or real world/sci-fi logic, the 40k rules are written as though you're playing a 15mm company level type game, or a 6mm battalion level type game.
Instead we have aircraft with the rule type 'supersonic' flying around a little faster than a BA predator constantly shooting everything and turning in the span of three rhinos. It just feels silly, even for 40k.

That's what got my thinking about it. I used to play an A-10 game for the computer, and I remember I had to slow down a lot to effectively aim at and hit ground targets.
True, need an advantage for cruise. Didn't think about that. How about jink without needing to evade if they go cruising speed. And the better jink for flat-out.
