Imgoing to be in a round robin tournament
the first round will be a 500 point scout patrol army with no AV higher than 33 or a 2+ save, 1 mandatory troop choice. other than that it must feel like an actual scout patrol, so no major characters MCs etc as they wouldn't go on such a mission.

I know I will face at least 1 CSM army, 1 SM army and a deamon army and possibly some nids, any ideas

Any idea how much terrain the board will have and the size? I'm guessing it'll be standard, but you could really use terrain and the high mobility of Eldar to your advantage.

If going for a fluffy, scout feel, I'd suggest using Rangers, but for efficiency you could take a couple of small Dire Avenger units to chuck out some shots.

A couple of Vypers might provide a distraction or some covering fire if you're planning on running some stuff up the board.

as far as i know the tables are gonna be 4"x3". and the terrain could be anything from dense jungles to blasted cities.

I was thinking maybe going for either a fast patrol

6 jetbikes
3 vypers
10 swooping hawks

using hit n run tactics

or maybe
10 rangers
10 scorpions
5 warp spiders

as more of a jungle patrol

i think that i mix of both lists would work out better....

6 jet bikes, 3 vypers, and X warp spiders.

I would go for something like this

6 jetbikes 2 cannons

3 jetbikes cannon

warp spiders with exarch fast shot spinnarret

2 walkers with scatter lasers

since i will be going against mostly marines of some sort spiders instead of hawks seems more effective.

while the walkers bring lots of firepower I think there lack of speed compared to the rest of the list would just put a big target on them

A single Wave Serpent could be a game breaker here. The ability to eat most of your opponents anti tank fire for breakfast is a major advantage, mobility is high, you can throw some avengers or guardians in the back and ignore all of those pesky cover saves enemy scouts rely upon in one fell swoop.

I placed very highly in a tournament of this type with a serpent and a prism, but a spinner/Vyper Squadron would work great!

unfortunatly i can't use a wave serpent as it is not valid.

In the end I went with :

5 rangers
5 rangers
10 guardian defenders
1 warlock
5 warp spiders (exarch with rifle and fast shot)
1 war walker (scatter laser and star cannon)
1 vyper (starcanon)
