So my question todoy is the recently released models: Lord Executioner, Master of the Marches, Master of the Rites and Master of relics. Do they acctually do anything in game as i think the Lord Executioner and Master of the Marches look very good but i don't want to buy one of these models just to find out i cannot use them. Also if they do acctually do something whatdo they do?

They are captains, equipped with what is on the model, just with extra bling. Use them as is or convert to use as you would like, I've done the same with the first 4 "master or" captains.

edit; also they were released next to apocalypse as there is a stratagem that gives you more assets for taking the masters of the chapter.

They're just space marine captains with the war gear on their person. The models were only made so players could have lots of captains in apoc games.

Even in apoc they didn't do anything more then a normal captain would. The formation is chapter master, honor guard, and a fistful of captains. What gear they have doesn't matter.

The titles are just fluff based honorifics. No game impact.

Exactly, they are Veteran Sergeants, and compared to my Captain, Sternguard Sergeant or Terminator Sergeant, they're quite plain really.

OK seriously? I understand that your seregant might be more blingly than most but the MOTC make most termie seregants [I've seen] look so plain it's almost funny.

The Masters of Marches and Rites can be used either as silly looking Captains, or you can do what I would do and convert them into some awesome looking CSM Dark Apostles.

I agree that they're largely too blinged out to be sergeants. I'd actually say they're probably too blinged out to be captains even. There's too many baubles and superfluous details on them for my tastes. They're also a bit expensive (dollar-wise) for me to justify using them as sergeants.

If you want a captain, buy the plastic box(es? There might be two...).
If you want captains, buy the old masters of the chapter.
If you want an awesome, blinged-out unit of feth you, buy all the above, the 4 new masters of the chapter, and a chapter master of your choice! Only about £130...

To answer the OP, none of the masters of the chapter have specific rules, no matter how much bling they wear. Even in Apocalypse, they are merely Captains.
