A sit back and shoot em list

OR
Ultramarines
Librarian in terminator + ss
5 assault terminators
8 sternguard
drop pod + locator

Drop first with sternguard on a flank
follow with terminators+librarian

Dont worry about exact points etc. Just which one is better list.

At that poin level terminators are a HUGE waste

If your running scouts in an Imperial Fists list I would recommend giving them Bolters.
