In my BA list I was gonna use for a tourny had 2 SR in it, but that idea fell through when I couldn't acquire a second Stormravem

Would it be a wise idea to switch the points for 2 Whirlwinds?

I'm not sure his list would work well with only a single SR.

The single Stormraven is a huge gamble fairly often. I started messing with fielding a second one and I've been much happier with 2 and a single Whirlwind than with 1 and 2 Whirlwinds.
