I have been using folkart paints from Hobby Lobby and I am curious is buying the GW paints are worth they money as far as quality goes?
Or can I get the same or similar results from cheaper paints like Folkart?

If you are going to Hobby Lobby for paints, go check out the Vallejo Model Color paints. They are over with the airbrushes (near the models, usually).

You will have a better quality with them than the Folkart, I guarantee it

The GW paints are fairly high quality, but worth the money? probably not, Theres other equally if not better brands out there for a better price point.

That said, I use citadel paints as its convenient for me to pick them up in town rather than order them in from a website.

The craft paints and other acrylics generally are a bit thicker, a bit glossier and maybe (not always) have lesser pigment density.
Using acrylic mediums and additives, you can alter a paint to be more akin to a hobby branded one.
Matt Medium (semi transparent; i.e layer paints) and Ultra Matt Medium (opaque i.e base colour) and some Flow Aid should be all you need.

As long as your not using beginner lines like liquitex Basic (makes things look grainy due to large pigments) you are usually ok. Might require more thinning as most of those are quite thick in my experience.

Check out Vallejo, P3, Reaper, Army Painter. All have great paint lines, all are high quality and all are less then the GW stuff.

No.

This gets asked a lot recently, so do a few searches if you want a few more perspectives.
But the executive summary is that hobby paints have finer ground pigments, and higher quality mediums - they will cover better, go on smoother and will be eaiser to work with.

You might have a challenge in matching some colors - one of my armies unfortunately has a base color that was orginally a craft store paint - but the switch will be worth it.

I still use craft paints for terrain, or other large projects - but for minis - the hobby acrylics are the way to go.

As far as brand, that is a highly subjective question - I have used most of them, and like vallejo and reaper slightly more than gw or p3, but you will easily find people here who prefer just about any brand.
Any of them will be better than the craft store paints in the long run.
