So I've been attempting to learn the new Space Marine Codex, and I did what I often do when examining an unfamiliar list - hopped on 1d4chan for the relevant tactica. Sometimes, it's handy to see how other people view things when you're trying to sort out a bulk load of information.
A whole mess of entries on that list consist of "relic" items that are essentially "the rules for this are meant for the Horus Heresy series, but you can use them anyway." Now, my 40k experience is fairly limited and I know that you can grab Forgeworld gear if your opponent consents to it but grabbing items from a totally different codex? How does that work?
A similar question crops up when I found the Space Marine Legion Tactics section of the site. Under breaking news they have the claim "BREAKING NEWS: legion lists are now legal except for The Lord of War slot but you should still check with a tournament organizer beforehand."
Anyone know if that's actually a thing, and if so where it was announced (if at all possible, sources are appreciated)? Everything I had read prior indicated that the Legion lists were deliberately not meant for use in normal games of 40k.

It doesn't. The Heresy army list is a separate "codex", taking a random relic thing out of it would be like taking a rune priest in your Ultramarines army. If that's what someone is saying then they are wrong.
Now, there are certain units/models which have both Heresy and normal 40k rules. For example, the Contemptor dread is a "30k relic" fluff-wise that has rules for taking it in various 40k marine armies. But this is just a fluff thing, like how Rhinos appear in multiple marine books. You aren't pulling a random thing out of one army list and using it in another, you're just using the appropriate rules in your own army list for a model that happens to be a choice (with its own separate rules) somewhere else.

You are correct and the site is wrong. The Heresy rules have never been approved for standard games. All FW have said is that it is possible to play 30k vs. 40k games if you and your opponent agree to do so.

Kind of a dumb question... the Heresy rules, are they open to public access, or only in one of the FW books (if so, which one?)
Where can i find them, they sound like a great ruleset.

The thing to remember about the Legion list is that it often plays a lot like the Eldar. Each squad does pretty much one thing and one thing only. No mixing and matching weapons.
Want special weapons? Buy a special weapons squad, the entire squad will have them. Want devastators? No bolter scrubs, everyone in the squad has lascannons or missile launchers but if you want some heavy bolters or plasma cannons too? Too bad, get another Dev Squad. But your basic infantry? Bolters, you only ever get bolters for the infantry you need to buy to fill out the minimum requirement.
The Legion list also does not work with MSU tactics very well, most units tend to come in big hefty bricks.
Also, while the initial price tag for a batch of marines seems pricey points wise, adding more marines is actually cheaper per model to encourage you to come in big bricks.
Finally, your choice of legion can also have an affect on your playstyle similar to the chapter tactics of today's books, and in big games, with your opponent's permission, you can bring in one lord of war (essentially a unit that is normally only for apocalypse) slot, but be warned, a Felblade or Primarch may look nice but that is a hefty fraction of your army invested into one model.
