Im really hoping for a chapter tactics sort of thing for the new IG dex as well as the new Ork dex.
I played Orks during 3rd and 4th ed and always loved the special rules codex's got back then for each clan/chapter and would love to see it return.
So does anybody think it will happen or just let the SM get it?

I don't know about much of a need for different regiment rules for IG, but the different clan rules for Orks would be nice to see again.

I think orders still have their place; they're critical in getting individually ineffective guardsmen to perform well. FRFSRF, bring it down and get back in the fight are all important in keeping guardsmen on the table, and giving their poor BS a chance to actually hurt the enemy. Doctrines could go hand in hand with that, with certain orders being tied to certain doctrines, with things like FRFSRF only being allowed for Close Order Doctrine armies (Hard to fire by ranks if you're not in ranks!), which has already been experimented with by FW with the Death Korps Assault Brigade getting a few unique orders (Lasguns become Assault 2 12'', for instance, or gain move through cover move through cover) which fit their theme and purpose, and Armoured Company even getting their own tank orders, though they weren't so well thought out (Get an extra D6'' on your flat out! Good thing Leman Russ tanks can flat out...).
They needn't be as comprehensive as the FW changes, but say one unique order per doctrine, alongside some other unlock/restriction or what have you would be swell.

Therefore, I conclude, Valve should announce Half Life 2: Episode 3.

well some of the orders Would be rolled into the old doctrines.
Doctrines they need to bring back
grenadier (storm troopers as troops.. along with making storm troopers much better than vets)
Drop troops
light infantry (sv droped with 6+, infiltrate across the board, 1 better cover save)
Close order drill (FRFSRF rolled into this)
Chem-inhaler (reroll leadership rolls)
Sharpshooters (bring it down no longer needed, as every unit would reroll 1s)
Cyber-Enhancement
Warrior Weapons

Yeah I am super excited about the IG codex release. I hope it is treated like the SM codex where each chapter has its own unique tactics etc.
Its kind of a double edged sword though. Some chapter tactics are more desirable than others. For example: Ultramarines, White Scars, Iron Hands being the current favorites.
What would this mean for the different IG regiments?
Rumor has it cadians may be able to use 2 orders on the same squad per turn which is pretty nice.
What would regiments like Valhalla/Steel Legion/Mordian Guard get?

I'd like to see it happen. Whether it will or not is an altogether different story.
Over and above that though, I'd like to see Mordians, Vostroyans, Valhallans etc released in plastic.

I hope that cadians get an option to bring 1-2 more aegis gunlines or 2 guns per one aegis . That would be nice . Actual bunkers that make you immune to cover removing stuff would be awesome too. 20-30pts for an av 11 bunker that holds 20 guys and has an option to buy a quad gun .

Scout for Tallarn troops please. Al Rahim is supposed to be a tactical outmaneuvering genius, but wheres the genius in coming from outflank turn 3 in a relic mission.
Stealth or something would also be nice. Pretty much just give Tallarn the raven guard tactics and we will be fine.
So:
Catachan: Infiltrate, Move Through Cover & Stubborn
Tallarn: Scout & Stealth
Cadian: Extra Orders, ?
Mordian: ?
Vallhallan: ?
Still remember my Catachan Ork hunter army fondly. Choppas for all!

There i no way that it will be the same as the SM Chapter tactics. You can make CTs for 6+1 Chapters since every other Chapter is their successors, so no problem with the lack of diversity. But with IG? With millions of different worlds raising millions of different regiments? How could you possibly represent that with a handful of "Regiment Traits"?

They could make a generic set of doctrines, Armored Battlegroup and the like.

More to the point, the SM chapter tactics can all be represented by the same models, painted differently, whereas most of the IG regiments are not generally available. As pointed out above, this would also make DIY regiments, the mainstay of IG more difficult.
As such, I think they need to do it based on regiment type rather than specific regiments. Something like this:
Drop Troops: Half of your total infantry units held in reserve may deploy by DS (I've limited this so it doesn't tread on Elysian toes)
Assault Regiment: All infantry units gain Furious Charge for the first charge they make in the game, or Counter-Attack for the first time they are charged.
Jungle Fighters: Stealth (Wooded areas), Move through cover, may infiltrate one unit in wooded areas.
City Fighers: Stealth (Ruins), Move through cover, may infilatrate one unit in ruins.
Raiders: Scout for all infantry, Stealth T1.
Siege Regiment: Tank Hunters on all infantry-borne Heavy Weapons.
Grenadiers: May buy carapace armour for 20 points per squad. Squads may throw 2 grenades each.
Sharpshooters: re-roll all ones when shooting (not overwatch or snap-shot) if they didn't move.
Armoured Fist: All Chimeras gain +1" movement (like RPJ) until they suffer a penetrating hit, units may fire heavy weapons normally from vehicles at combat speed.
Drilled: +1BS if unit is at least 50% in BTB contact.
Disciplned: +1 LD when rolling order tests.
Obviously these need work to streamline/balance them, but you get the idea. There are quite a few, but IG is such a versatile army that this many are needed to represent most playstyles.
