I have recently purchased a game board and have been in full fledged terrain making mode. On thing I've always wanted on my game board were forests. So I went on ebay and go some HO(?) scale trees real cheap. They look pretty good and stand 3-5" tall which Ithink is the perfect hieght for 40K. The problem is some of the foilage on them is coming off. Is there a way to stop it? Like some king of glue or sealant that will make the trees more sturdy but not mess with their looks?

You can certainly buy fixative from art shops and I think there are spray glues (not sure what the difference is). I doubt either would be sufficient though if you're putting your trees in a box and they're rubbing against things though.

Any sort of flock will shed eventually. I think you should be able to get away with a nice coat of Matt varnish to keep it together.

I've got 3 large bases of forest (about 12x12 inches) and 6 small ones (ranging from 4x4 to 4x8 inches) done this way and they're absolutely better than using HO scale trees for gaming!
