can a unit locked in combat cast blessings and curses. I know the rule book says units in combat can be effected by said spells, but if the caster is in combat himself can he cast them.

There is no restriction on casting Psychic powers while locked in CC, except for Witchfire as that is a shooting attack.

but would casting those spells count for any of his attacks? Or would he still get his norm?

Why would you think they'd count as attacks? They happen in completely different phases.
