So this is my list for the ravenwing army. Typing this list from work so trying to remember points costs off the top of my head, but I know the list is at 2k with correct points. Libby may be 150 or 155. Either way there's the list. If you look in the gallery you'll understand why the command squad has to be 3 man to stay with fitting a theme. Other than that army is pretty straightforward. I don't have quality of fire I have quantity.

love it! but you won't fit all of em within the salvo boon I reckon, so i'd say just turn some into black knights! and drop displacer field. Also land speeders with double have flamers would be sweet for 4+ infantry. you could knock off 2 attack bikes to replace em you have loads of melta.

Also watcha doing with librarian, what tree and role do you plan for him?

The librarian actually rolls on divination believe it or not. I use him as my warlord and have sammael run at the front of the command squad so it can't be shot to death as fast. I always hope for number 5 since a rerollable 3+ and 3++ save is amazing IE the displacer field. The reason I shy away from Black knights is that they have absolutely no benefit from the actual banner. I have enough plasma / melta in my army to deal with most terminators and my army tries to avoid melee unless it's beneficial to charge in. I can actually manage to get everyone except the attack bikes into banner range for shooting with a funny looking formation. I'll try to show it in this.

I personally just use the scout bikes to scout 1 forward, move 12 first turn and attempt to pop a vehicle for first blood. I am almost guarenteed to be in melta range with at lease 2 of them.

My other trick so far with attack bikes against a lot of non vehicle heavy armies is to move them up with the army using scout + 12" move and then after shooting stuff off the aegis line I move an attack bike onto the quad gun and attempt to use it to interceptor their own fliers.

Its a great list but be wary of the heldrake! AP3 torrent flamer ignoring cover will gobble your army up. And pie plates, those too. I'd just get some flaming land speeders in there only thing id change. And i think one BK squad couldnt hurt, skilled rifer hit n run TL plasma, 20 rending CC attacks, make short work of riptide for sure!!

Sammy needs to be your warlord or else the bikes are not troops. I don't like plasma on RW either. You may as well buy a BK for the points. Otherwise your golden.

Sammy needs to be part of my main detachment is the only requirement for bikes to be scoring. The librarian is also LD 10 so he can be a warlord and I hate sam's warlord trait. I technically have a Knights squad with the command squad and again don't really even use my plasma guns that much. Mostly just put stuff down with mass bolter fire. Heldrake's are a big threat to my army, but usually the most they can hit is 6 bike or a squadron. After that they get hit in the butt by a ton of twin linked bolters and a prescienced plasma squad or 2 and they are gone. Pie plates I normally have a 4+ cover against, moving + shroud and are my first target with suicide attack bikes. The AP 4 flamers are nice, but my army can assault anything with that armor turn 1 if I go second or turn 2. So scouts hiding in terain or people behind an aegis wall have a hard time scaring away my army. My army is already anti infantry so flamers are pretty sub par at best for getting more wounds. Also I have a grenade launcher in my command unit so if there's a unit that has to die turn 1, IE tigerius in a squad of tactical marines behind an aegis line. I can auspex them make them T3 and then slam them to death with bolters.

Black knights come in handy when trying to tie up a MC .

what 3-4 attacks on the charge strght 5 rending really helps!
Plus they have skilled rider.

If you have no need for plasma then id use them to tie up anything scary that didnt die to shooting.

Just my 0.02 cents.

Yeah, MC's are annoying to me, but I normally end up rad grenading them then dropping them like a sack of rocks with firepower. I had a wraith knight get into melee with me once. That required me to have sammael and my librarian get their hands dirty. I have my libby with a force staff so I managed to finally get the guy to fail one armor save and kersplat. I like the squads how they are since none of them are superior really on their own. So losing 6 bikes to a wave of 30 gaunts is a very effective way ot slow down the mass of bodies coming towards me without worrying to much about losing a key unit.

WHy don't you use the PFG instead of displacer field? If you are trying to stay out of cc anyway it won't be too big a deal will it?

Also, I might try changing out one of those plasma squads for black knights just because they are ever so slightly better,but not scoring. Perhaps you could go close range shooting instead and use 2x flamer bikes and a sgt w/ combi flamer just for that extra disruption at the front lines? They can shoot the salvo on their way in and then flame whatever unit they need to kill head on, ignoring their cover. Just a thought, and they are pretty cheap too.
