Hey guys just started getting a fresh tearers/blood angels army together. Ive been playing dark angels and their codex specifies that they can take power from certian disciplines. Can blood angels do that too or they have to take the power from the codex only?

Older armies (ones that came out before the newer ruleset (6th edition)) don't have those references in them because at the time they came out the disciplines didn't exist.
You should have a glance at the FAQs from GW ,at least regarding your own armies and the main rulebook.

I see I didn't know psychic disciplines were new to 6th. I just started playing march if this year. Thanx

Basically the psychic disciplines were added in 6th anything not having a hardback codex will have an FAQ telling you which psychic disciplines they can take. If they choose a psychic discipline instead of their book powers then all their powers must be disciplines.

I find that Psychic Shriek (Telepathy: Primaris power), on a TDA Libby W/SS in a Drop pod with Assault Marines works really well when your Guard allies cast weaken resolve on a unit, because he can not cast Prescience on the turn he drops in.

Good plan. I may steal this idea. It would mean me investing in some guard however. Is it worth it? A killer tactic?

It's really mean when you knock them down first with Weaken Resolve.

LOL Thats why he said 3D6 -2 (Note the -2 coming from the unit's LD score, you know what Psychic Shriek does).
