I designed this list following different trains of thought and am not really sure if I'm on to something... I don't have that much game experience, so every critique is welcome.

The Scout Squad in the Raven Guard detachment is neccessary for Korvydae to grant the Assault Marines as Troops, but I'm open to debate on the Terminators. Looking around on forums I've seen they have kind of a love them / hate them status, what are the tactical considerations to make in this case? Like i said, I haven't had time to gather much experience...

THis looks good on paper IMO. Two beatstick Assault Squads with Special Characters, a bike squad that puts out 25 Grav Shots a turn, Land Raider with a fancy Tac Squad and Sicarius moving up. While you have two scout squads with Telion, and an Icarus Lascannon providing a firing base. You also have a 13/13/10 Dread dropping down causing havoc.

sadly the only special rule confered by cato sicarius that makes sense is tank hunter, scout and infiltrate would be lost when riding on the land rider, am i correct?

I am afraid you are right, the scout rule passes on the transport only if it is a dedicated one and the LR is not for tac squads..
